Everyday, before the ClixSense server time resets we are presented with ClixSense News Ads that you can see below.

Who are the creators of these ads, and is it possible for ClixSense members to advertise through this method as well on ClixSense.

Thats called WELCOME PAGE ADVERTISING.
Yes, those banner spots are available for rent. Just send in a Support Ticket like Valeire said and you'll be provided a quote and payment instructions.
