Heard that according to RBI guidelines, no amount can be left unused in Paypal, no purchase can be made, and need to direct transfer amount to bank a/c. Then, if someone wants to purchase an add or upgrade any other PTC sites, how can that be done through Paypal.

Yes! you heard it right. But if you have a credit card, you can add it to paypal and make purchases through paypal.

What happen was that at the time of registerering in Paypal used nick name, verified credit card, but PAN does not match my name and they asked all sort of proofs. So I opened another Paypal a/c with real name and verified through debit card, as at this time it does not accept credit card as it has already been used. Can one cancel the previous Paypal a/c and add credit card to the second a/c for making purchase ?

Remove the credit card which you have added in your previous account and try adding it in the new account. If you wish to close an account go to profile>My account settings> close account.
