Just instruct your brother to create a free paypal account sa paypal.com para naman maverify ang account niya. Kung gusto niya na Eon, dapat may TIN card siya. Yun po kasi ang nirerequired ng Unionbank to get an Eon Card.

Assisting onlinebiz

You can ask your brother to either check the online website of Unionbank to see the instructions to get an EON card online, or go for a walk-in to the nearest Unionbank branch in his area

Also, when your brother creates an account at Paypal, do make sure that the address of Paypal on the browser address bar ( regardless if it's Chrome / Firefox / IE / etc ) is always HTTPS to ensure that his personal info and transactions are safe and secure -- this is the green padlock and address prompt on the left side of the address bar; you can click on the padlock to check if the site is secure for the user browsing / logging in

Most banks kailangan ng at least 2 valid IDs or something to identify the person applying -- if you are a legal voter, a Voters ID would be one; and if a working student ( college level ), the work ID or TIN and/or school ID; if you have applied for a motorcycle, a Drivers License ( I think it's a Students License unless they pass the requirements for a Professional Motorcycle license )

Don't bring your Library ID ( joke lang  )

Unless may post-paid line / electrical / water under your name, that could serve as proof -- but 2 valid IDs seem to be the standard for most banks para sa application requirements ( aside also from a few ID pictures, and an initial banking deposit to have the account started -- this amount depends on the bank you'll be applying with, so i-check na lang ang requirements nila )
