If you have any referrals under your account, and you wish to send them a message, this tool helps you relay your message in bulk -- that is, it'll appear to all of them, not to one member ( well, unless you have only one referral, that is )

Think about a short message, like "Have questions, email me when you can" or something like that -- a short and simple message

Also, don't use this tool for purposes like PM -- the message/s can be relayed by your referrals as spam if it gets out of hand, and in turn they can submit a HelpDesk Ticket to inquire about it -- so be frank, straight-to-the-point and prompt with the message for your referrals; if they want to converse with you, just send them a contact mail address / online chat address ( like YM / Line / Skype )

Now in regards to Referrals, you can see this by hovering your mouse / trackpad pointer over the Affiliate tab, then from the drop-down menu click on the Program Details
