There's currently no topic/Thread in the Filipino Forums in regards to Paytoo ( as far as I know ) since, it's may be safe to assume that the majority of members would use Paypal since there is no issues with it as a payment processor -- though you can try to use the search engine on the other forum sections ( it's the small magnifying glass below the Forum tab )

Yes, due to bank transactions based on their User agreement:
