Contact PayPal immediately -- make sure that you still remember your email that you use to link your PayPal account, and reach out to their Staff; chances are possible that you may have to provide their Staff ( if they ask ) more information to confirm that you are the true account holder and that they may be able to help you resolve the issue

Creating another account may cause some issues ( IP location, for starters )

Remember -- PayPal is in HTTPS

OMG. May nag send nga sa email ko na nareset daw ang limit ko sa paypal buti hindi ko inopen un link hacker yata un. Inopen ko agad paypal ko okay naman.

Phishing mail ang tawag duon, bossing mclloyd -- and it's a good thing di mo binuksan ( if you did, parang confirmation signal na yun for the other end, and it's goodbye to your Paypal account )

Either way, time to change your PayPal password just to make sure
