Looks familiar. Isn't this a photo of a dog who spent much of her life in a puppy mill? The lack of care and poor quality of food creates mouth and tooth problems. Sometimes the dogs lose their lower jaw or they lose control of their tongue. Puppy mills are a huge problem in my area.

Hope the dog in the photo is now in a loving home.

Looks older than a puppy..But bad treatment can make you age faster. Seems to have lost most of it's teeth, causing the tongue to hang out the side. With lots of love and care, this pooch will have a happier, rest of it's life. Hopefully the doggie is in good hands now. Looks like a rescue from mis-treatment and death.
