I think you are going to be limited to Bluetooth
so range is going to be issue...

Sounds like a project for Raspberry Pi - Wikipedia

I have a couple security camera's that plug into a wall socket. I guess you could say
they are kind of like a baby monitor but not. I connect them to my iPad by way of
bluetooth. They are not camera tho. They are video.

Not sure exactly what you are looking for.

@valerie .... i know what you talking about & understand that device ... yup, your device is 'video' type but i'm looking at 'live' shot which i can view anywhere/anytime BUT without internet/wifi .... an electrical socket plugin type (if ever there's one!)

Without internet or wifi, you're restricted to long range radio modems. Warwick Wireless X8200HP-VHF has a range of about 25km, but they don't come cheap - $500+. Cheaper options like RFID, LIRCD and Bluetooth aren't going to have the range you're talking about.

The Panasonic Nubo has built in LTE, so it avoids WiFi and Ethernet, but it's still internet...and again, they're not cheap. If you're going down the LTE route, a Raspberry Pi is going to be a lot cheaper - a zero will do it, with a cam module...though you'd need to figure out your own networking solution.

The Adafruit Electron Cellular IoT 2G Kit could also do it on a 2G network, but they have stupid low datapacks that you're not going to want to stream video over.

The Adafruit Electron Cellular IoT 3G Kit would be a better bet, but I've only ever seen European and American versions of those - I'm not sure if they do an Asian one, and the 3G kit really needs a regional variety.
