Question 1 -- Kapag di mo pa nasubmit sa Paypal ang bank account mo for verification purposes, as indicated in their ToS, yes

Question 2 -- Yes, there is a limit for non-verified Paypal accounts, whether for purchasing / transferring funds

Question 3 -- Yes ( see Question 2 )

No slowdowns from my end -- perhaps it be the connections / transmissions from your ISP, or you have add-ons/plug-ins that are hampering or of need of updating

Also, try to check if your programs are set to automatic updating; some non-essential programs are set to auto-update in the background, which may cause some disruption in internet connections ( the only essential ones are AV/AM/AS or Anti-Virus/Anti-Malware/Anti-Spyware ) -- media players, PDF readers, etc would be set to auto-update in the background periodically, if not depending on the activity of the user -- so see if you can disable their auto-updaters through their respective Options menu
