Have you tried contacting Paypal via their Support? -- Go to the main page of Paypal, scroll down and look for the Contact -- once you click on that, there will be two options: either via email or calling them

Just make sure that the Paypal site is HTTPS on your browsers address bar ( basically a green padlock will be seen clearly up there when you type for Paypal -- this will make sure that the site is safe and secure
