Not really, it all depends on the advertiser; they decide what to place in their ads, and to whom they want to show those ads to -- when I was a Standard user, I was able to get a $0.02 ad a couple of times ( of course, everybody knows that $0.02 ads are rare to see at times ) so I doubt any $0.02 ad is just for Premium members only ( that's quite wrong )
