No, there are no extra fees for receiving payments.
That 4.4% + $0.30 is for Indian merchants who accept payments through PayPal for selling goods. Payments from ClixSense does not fall under that category as ClixSense pays through Mass Pay.

That varies daily with the exchange rate, but PayPal usually gives around Rs.2 lower than the exchange rate. So if the current exchange rate is say 1 USD = Rs.60, then PayPal will convert it for around Rs.58
