Electronic cashouts (PayPal, PayToo) are processed 2 times a week, on Monday and Friday afternoon, before 5PM EST.
Checks are mailed only once a month on or before the 10th of the month

As in blood_demon's case, its really unbelievable that he earned over $300 in a single day from Tasks. I mean anyone would be surprised. Let ClixSense verify it with Crowdflower and if everything is okay, you will surely get paid. Nothing to worry about if you did the tasks honestly.

Yes, its allowed to view ads on mobiles and tablets. The only limitation is that the browser much be flash enabled.
So default browsers like Safari and Chrome (on Android & iOS) will not work since they are not flash enabled. Install a browser that supports flash and then you will be able to view ads from your mobile/tablet.
