If members buy $20k worth of ads, everything can't be given away as prize because ClixSense has to pay for the payment processor fees as well involved with every transaction.

Similarly, no one knows the amount of $5 and $10 prizes. Somedays no one wins it, while on other days quite a few hit the jackpot.
