Ivan ti-a raspuns foarte bine - trebuie sa ai (si banuiesc ca ai) un card pe care sa il legi de contul Paypal.
Pentru asta mergi in Paypal in My Account -> Profile -> Add/Edit Credit Card.
Eventual mai mergi si pe Overview si verifica setarile din Limits, nu mai stiu care sunt cele implicite dar sa nu te trezesti ca nu poti face plati din cauza lor
