Sa pagkakaalam ko, hindi po yun legal tsaka para sa akin hindi rin safe.

Yung legal kasi is that i-withdraw mo sa bank account mo tsaka i deposit mo rin balik sa Paypal through bank.
Baka ma ban ka niyan sa Payza/Paypal pag ma detect nila yan or worse ma scam ka sa money exchange transfer na gagamitin mo.

I dont recommend doing it pero ikaw lang bahala
