OR it could be a COVID policy ........... or a better idea, make a deal with the delivery guy, open your windows wide, and ask him to throw the parcels at ya, I mean how hard can it be you are only on the 3rd floor (I hope you can catch)
Bad customer service is everywhere, next time watch your delivery guy closely, he could be a silent killer in the making
