You need to keep tapping the "F8" in 1 second interval right after the computer is powered on/restarted.
If you did that & still 'Safe Mode' option doesn't show up then you have to fix that as well.
An alternative way to get to the safe mode is to: type msconfig in > start> search> hit> Enter> System Configuration utility. Here under Boot tab > Boot options Check Safe boot on Minimal. Click Apply/OK. Restart.
But that is when you can boot to normal mode.
When you can't even boot the machine, then you need to use the system recovery options to repair the comp.
If you have Win 7 installation disc then you can boot from there and choose 'repair your computer'.
If there is no Win 7 media then create one repair disc. It's always handy to keep a rescue disc in case you can't boot into the machine.

Though the dual booting with any Linux distro is also advantageous. I keep some of Linux Live CDs ISOs. Most convenient. Just burn in to the flash drive and boot in seconds!

That error can be caused by several things. A post on superuser[dot]com shows a member having that error due to faulty RAM sticks. After replacing those Memory sticks, it went away. MS articles generally gives canned features of error issues.
