You will have to open an account with ICICI bank to get their debit card.
I don't think you can apply for a SBI credit card online. I think you will need to give a Fixed deposit (FD) to get a Credit card. Contact your bank for more details.

If you want to run the ad immediately, then pause the current ad and retract the ad credits from it.
Then make a new ad credits assignment and don't select anything in the "Schedule" field.

For example : You might direct them to your success story or payment proof on the forum so that your potentially new referrals may see them before registering. Or maybe the FAQ, ClixGrid, View Ads, Advertise, or Tasks page.

It cannot be said which is better but generally speaking the Special Affiliate link should be a better option as that gives you opportunity to target your referrals to any particular page you feel might motivate them to join ClixSense.

Regarding the 30% fee, most probably the person is sending you the payment as if it were for "goods or services" where the fees are paid by the receiver (which is you in this case).
